    The main objective of the consultancy was to evaluate and assess the skills of the CMWU staff. The consultancy included the following activities:

    • Carry out interviews with all employees
    • Review the quality of personnel records through an assessment of a random sample of service records
    • Interviews with Municipality personnel responsible for the maintenance of personnel records
    • Establish the skill deficiencies thereby comparing the skills available with the skills requirements as established in the Job descriptions.
    • Interviews with training institutions or industry associations in the sector
    • Identify the areas where there is now, or is most likely to be, a skills “gap”, both in terms of workforce numbers and level of skills. Assess the implications of this for the implementing agency.
