An Assessment and Emergency Plan for the Random Collected and Disposed Solid Wastes in the Gaza Strip

The assignment included assessing the current situation, identifying and assessing the gaps, developing a comprehensive emergency plan, proposing actionable short and mid-term/practical solutions, and recommending effective measures for handling or disposing of the solid waste generated from the temporary shelters in Gaza Strip. Also, offer recommendations for capacity building and resource allocation for JSCs and municipalities to manage solid waste disposal effectively.

The scope of this assessment included the following key tasks:

  • Data Analysis and Update: Analyzing and updating situational data on waste management practices based on information collected from Joint Service Councils (JSCs), municipalities, and other relevant organizations.
  • Documentation of Current Practices: Documenting existing waste management practices to summarize the emergency practices and to identify major challenges and constraints faced by municipalities.
  • Assets Evaluation: Assessing the condition and operational capacity of waste management assets, facilities, machinery and vehicles during the current emergency situation.
  • Assessment of Random Dumping Sites: Reviewing and classifying random dumping sites to evaluate associated risks and propose solutions based on available data and guidelines.
  • Scenario Development: Developing scenarios for waste handling, transfer, and disposal, including recommendations for necessary infrastructure improvements and best practices.
  • Gap Analysis and Needs Assessment: Identifying operational gaps within JSCs and municipalities and assessing essential needs to address these gaps effectively.
  • Proposal of Interventions: Proposing emergency, short-term, and mid-term interventions to improve waste management operations and address identified gaps.
  • Guidelines Development: Formulating guidelines for managing solid waste in shelter camps and handling medical waste under emergency conditions.

The assessment encompassed the following components:

  1. 4 primary landfills in the Gaza Strip.
  2. 158 random landfills across the Gaza Strip.
