Developing “O & M” plan and web-based monitoring system for public WASH facilities in the Gaza Strip

The specific objectives of this assignment were: 

  1. conducted assessment and evaluation of the condition of each WASH facility, the assessment shall include:  
  2. Technical Assessment: includes, but not limited to, the extent of defects in all equipment, assets, building, and surrounding area, and the relevance of defects in relation to WASH facility performing in its intended function or impact on safety.  
  3. Financial assessment: includes an analysis of the future upgrading installations with operation and maintenance needs and the costs of managing the WASH facilities.
  4. Assessed WASH facilities management practices which include, but not limited to, operational and maintenance activities/plans.  The Consultancy firm should also assess safety protocols and workplace policies and procedures; and, identify required content and frequency of staff technical trainings;
  5. Developed a Preventive Maintenance and Corrective Maintenance actions/plan for each WASH facility considering customized maintenance information and optimizing the already introduced maintenance routine maintenance;
  6. Reviewed the existing planning and monitoring tools (protocols, store keeping, manning schedules, etc.) for planned and emergency works and adapted them for use in the real time web-based monitoring system; 
  7. Updated/ reviewed/ Identified key performance indicators for water and wastewater service levels;
  8. Developed a WASH vulnerability profile for each WASH facility service areas;
  9. Analyzed establishing database integrated with Real time Web-based monitoring system for WASH facilities;

58 Wastewater pumping stations, 53 Water pumping stations, 44 Water tanks/ reservoirs, and 295 Water wells have been surveyed and investigated for their operational capacity
